A Tied Election, One Week to Decide

With five days to go before the runoff, the main takeaway is that after months of campaigning, scandals, advertising, rallies, and now the first direct televised confrontation between Lula and Flávio Bolsonaro, the election remains essentially where it started: statistically tied. The televised debate produced plenty of noise, personal attacks, and little substantive discussion of public policy. Flávio relied on provocation and on throwing his opponent off balance. Lula at times reacted irritably and also missed opportunities. The result was a confrontation that appears to have reinforced existing perceptions more than created new ones.

But the absence of an immediate shift does not mean the final week will be irrelevant. On the contrary: when the margin is so narrow, small episodes can take on disproportionate importance. Flávio’s campaign's rapid response to comments from his chief economic adviser about Bolsa Família illustrates this clearly. Within hours, a discussion about transition rules turned into fears of cuts to a program that reaches millions of families. The episode shows how, at this stage, every statement is judged not only by what it technically means, but also by the political fear it can generate.

Lula is also trying to turn his opponent’s vulnerabilities into campaign issues. His public challenge to Flávio to open his tax and asset records was quickly turned into digital content, bringing corruption, wealth, and transparency back to the center of the campaign. Flávio, in turn, will continue pressing allegations against Lula, his family, and the Workers’ Party. The final stretch will therefore likely be dominated by a contest over credibility: which candidate can persuade voters that the risk the other represents outweighs the doubts surrounding his own candidacy.

At the same time, programmatic differences are becoming clearer precisely as the campaign nears its end. Flávio reinforced a vision of fewer environmental restrictions and greater freedom for rural producers. His economic team has called for major spending cuts while promising to preserve social programs. Lula seeks to link his candidacy to social protection, employment, income, and a more active state role. These are distinct political projects, but they are still competing for space in a campaign dominated by accusations, scandals, and personal confrontation.

In this environment, Brazil will face an avalanche of polls in the coming days, followed by the final debate on the country’s leading television network, Globo. No single poll will explain what happens on Sunday. What matters now is mobilization, turnout, strategic voting, rejection, and each campaign’s ability to avoid mistakes in the final stretch. The election remains open. And because voters’ convictions seem largely settled, even a small remaining shift could decide the country.

All noise, no policy in the first Lula-Flávio showdown

Brazilians got the debate they had demanded since the first round, and many now wish they hadn't. Sunday's showdown on Band TV between President Luiz Inácio Lula da Silva, who is seeking a fourth term, and Senator Flávio Bolsonaro, who wants to return the far right to power four years after his father lost the presidency, produced plenty of noise and almost no substance.

Loose rules and a challenger bent on disruption turned the encounter into a brawl. Flávio Bolsonaro dodged every question and hovered behind Lula whenever the president spoke, borrowing the stalking tactic Donald Trump used on Hillary Clinton in 2016. He was smug and, at times, aggressive. Meanwhile, Lula arrived underprepared, lost his temper too easily, and slipped on several of the banana peels his rival left on stage.

Flávio's tactics came straight from Pablo Marçal, the life coach who finished third in São Paulo's 2024 mayoral race and now advises his presidential campaign. Marçal's antics rattled his opponents and turned his political debut into a sensation. They also left him with rejection ratings usually reserved for politicians with decades in office.

Policy barely surfaced. Even Estadão, a conservative newspaper, found that most of Flávio's claims were false. Palver, a pollster who monitors WhatsApp groups, found that 62% of users judged Lula the winner. Polls still show a statistical tie, and less than a week before the runoff, a debate that persuaded no one leaves the race exactly where it was.

The two presidential candidates will face off again on Friday, in a debate hosted by Globo.

Flávio scrambles to contain a Bolsa Família scare

Flávio Bolsonaro’s campaign rushed on Monday to contain a welfare scare of its own making, six days before Brazil’s presidential runoff. Daniella Marques, the senator’s chief economic adviser, told a Bahia radio station that a Bolsonaro government would create a “two-year transition rule” for recipients of Bolsa Família, the cash-transfer program anchoring President Luiz Inácio Lula da Silva’s re-election bid.

News website g1 first reported that families would be cut off after 24 months, with or without a job. Marques’s press office quickly called the newsroom, and g1 corrected the story. Beneficiaries who take a formal job or start a business would keep their payments for two years, with automatic re-entry if things go wrong.

The misreading is easy to understand. Marques framed the proposal around the idea that “people cannot stay stuck in Bolsa Família forever,” which sounds like a time limit. The program also already lets families whose income rises keep partial benefits for up to two years, making the plan less novel than billed.

The speed of the cleanup betrays a rattled campaign. Bolsa Família reaches about 19.3 million families, and Lula raised benefits by roughly 15% in September, lifting the floor to BRL 691.

The episode also exposes a deeper contradiction. Marques has promised spending cuts worth 1.5% of GDP, about BRL 190 billion, via a constitutional amendment sent to Congress before inauguration. She has equally vowed to spare social programs. Roughly 92% of the federal budget is mandatory spending, leaving little to trim if pensions and social transfers keep rising. Voters are left to guess which promise breaks first.

Lula online campaign produces a new slogan to rattle Flávio

Lula had his struggles during Sunday’s debate but landed one line built for social media. He dared Flávio Bolsonaro to open his phone and tax records “so the Brazilian people know who is a thief in this country.” Lula doubled down on Monday.

In an Instagram video, the president offered to sign a power of attorney opening his own records and his children’s, provided the senator does the same for himself, his father, and his brother. The video drew 1.2 million views and 352,000 comments within two hours.

At the Band debate, Lula said the records would show how Flávio paid cash for properties worth millions of reais, something we would not be able to do on a lawmaker’s salary. Flávio scoffed, saying he owns no cellphone and that his accounts are “open” and declared to tax authorities.

The challenge is a cheap trap. Refusing looks evasive, and accepting invites fresh scrutiny of a property portfolio that has dogged Flávio for years. A follow-up video from Lula revived Flávio’s ties to the late Adriano da Nóbrega, a former elite police officer accused of running a Rio militia, whose mother and wife worked in Flávio’s office. Expect Lula’s supporters to repeat the dare until the runoff.
