The real contest in Brazil's election is the election itself

The formal nomination of presidential candidates marks the official start of Brazil's 2026 campaign. The past week suggests the race has already moved beyond a contest between candidates and platforms. The first battles are being fought over the integrity of the vote itself and over the role of foreign actors in Brazil's institutions.

The Liberal Party (PL) confirmed Senator Flávio Bolsonaro as its presidential nominee. It also exposed how much trouble the opposition is having assembling a governing coalition. No formal coalition partners signed on, former First Lady Michelle Bolsonaro kept a low profile and the most prominent figure in the room was Argentine President Javier Milei. 

Taken together, these are the marks of a candidacy that has yet to consolidate command of the conservative camp. Milei's remarks and Bolsonaro's attacks on Brazil's electoral system also strained relations among Brasília, Buenos Aires and Washington, internationalizing the campaign further.

Against that backdrop, fears of foreign interference have returned to the center of the debate. Brazil's decision to deny visas to two State Department officials who planned to travel to the country to discuss electoral integrity opened a new diplomatic front. Washington described the trip as part of its routine work. Brazilian officials and a number of analysts read it as groundwork for a narrative that could later be used to question the legitimacy of the results should the opposition lose.

A recent mission by Brazilian civil society organizations to Washington, pressing for recognition of the outcome whoever wins, shows how the defense of Brazil's democratic process has itself become a foreign policy matter. The task is no longer simply to guarantee a free and fair vote. It is to preserve that vote's legitimacy in the eyes of domestic political actors and foreign governments alike.

Brazil's 2026 election is therefore becoming more than a contest for votes. It is a dispute over the credibility of the process, over the international narrative about Brazilian democracy and over public confidence in the institutions that administer the election. The environment in which Brazilians will cast their ballots has become one of the central arenas of the campaign.

Flávio Bolsonaro is heir to a throne with no realm attached

Senator Flávio Bolsonaro of Rio de Janeiro accepted the Liberal Party's presidential nomination at a convention on Saturday. The coronation underdelivered, on stage and off.

No other party signed on as a formal coalition partner — a measure of Flávio's failure to convince the center-right that he can unseat President Luiz Inácio Lula da Silva in October. Most stayed neutral, since local dynamics leave many of their state chapters closer to Lula.

The convention hall was full in the morning and half-empty by the time Flávio spoke, raising questions about how much of his father's movement is still engaged. His stepmother, former First Lady Michelle Bolsonaro, appeared only in a short video, with a tepid endorsement. Argentine President Javier Milei, the guest of honor, drew a hotter reception than the man of the hour.

The convention, and the candidacy behind it, has strained relations with two of Brazil's most important partners.

• Argentina

Milei used his turn onstage to attack Brazilian institutions, calling Lula a thief, a prisoner and socialist trash. Brazil recalled its ambassador from Buenos Aires and summoned Argentina's envoy in Brasília. There was no precedent, the government said in a statement, for a foreign president to stand on Brazilian soil and insult the head of state, democratic institutions including the judiciary and the Brazilian people.

• US

Brazil denied visas on Friday to two US State Department officials, Riley Barnes and Samuel Samson, who were to travel to Brasília this week to discuss election integrity ahead of the Oct. 4 vote. The pair applied on July 20. The Foreign Affairs Ministry gave no public reason, but officials tied the refusal to Flávio's remarks at The Brazilian Report's "Debating Brazil" forum last Tuesday, where he told an audience of foreign diplomats that Brazil's electoral system cannot be trusted. The Lula administration read that as one more appeal to Washington for help.

Election interference worries are present again

Fifteen Brazilian civil society groups spent last week in Washington and New York lobbying against US interference in the October election. The mission, organized by the Brazil Office Alliance, was pitched as a counterweight to Brazilian far-right activists based in the US, who have encouraged that pressure. 

The delegation asked members of the US Congress to press the Trump administration to recognize the result once votes are counted, whoever wins, and defended the reliability of Brazil's electoral system. It met Democrats Mark Pocan, Joaquin Castro, Chuy García and Jonathan Jackson, staff for Jim McGovern, Sydney Kamlager-Dove, Tim Kaine and Peter Welch, and Republican John Kennedy — plus Brazilian diplomats, the OAS and the Inter-American Commission on Human Rights.

Fear of US interference in the October election has hardened in Brasília, sharpened by the State Department's attempt to send two officials there last week — one of whom spent the past year courting Europe's nationalist right. 

Talking to foreign governments is legitimate, and diplomacy depends on such bridges. The test, argues Paulo Abrão, executive director of the Washington Brazil Office, is what the contact is for. "The criterion distinguishing legitimacy from illegality is not the existence of these bridges, but what traverses them," he wrote.

AI-Bolsonaro provides a fresh challenge to electoral courts

An artificial-intelligence video of Jair Bolsonaro endorsing his son, Senator Flávio Bolsonaro, for president has handed the Superior Electoral Court its first test of rules it wrote for the 2026 campaign. 

The Workers' Party-led federation asked the court to pull the video, shown at the Liberal Party convention, and to impose a BRL 30,000 fine per post, calling it illegal early campaigning. Justices are split. Some see less of an AI problem than an attempt to evade a Supreme Court order barring Bolsonaro from political speech, including through intermediaries. Flávio's campaign declined to comment.

Lula is not a lock for televised debates

Lula may skip the first-round TV debates. Some allies fear he would be a lightning rod as the lone left-wing candidate; others want him confronting Flávio Bolsonaro. The call is case by case: a costly absence could pull him into the next debate. Front-runners usually sit out the first round unless polls turn — Lula did in 2006, Fernando Henrique Cardoso in 1998. 

Lula's presence in the TV Band Aug. 16 opener is unconfirmed. The president launches his candidacy that day at Vila Euclides stadium, where he led strike assemblies as a union leader in the 1970s. Flávio's camp is split too: without Lula, he becomes the focal point of attacks, notably over Banco Master. 

Flávio Bolsonaro's campaign has said he will not join televised debates that include Renan Santos. Aides fear the aggressive tone Santos might bring, much as the far-right influencer Pablo Marçal did in the 2024 São Paulo mayoral race. Broadcasters are only required to invite candidates from parties holding at least five seats in Congress. Missão falls short, so Santos's place on the stage is negotiable — which is precisely what the campaigns are negotiating.

Electoral courts set campaign spending caps

The Superior Electoral Court (TSE) set the 2026 campaign spending limits on July 21: BRL 88.9 million (USD 17.3m) for a presidential candidate in the first round, plus BRL 44.4 million for anyone reaching the runoff — BRL 133 million total, unchanged from 2022. The money can only be spent once conventions nominate candidates. 

The cap covers nearly everything: donated goods and services, transfers to other candidates or parties, and some transfers to a candidate's own party. Going over means a fine equal to the ceiling, payable in five days. It could also constitute abuse of economic power, an offense that can render a candidate ineligible.

Women could be shielded from quota-fraud penalties

The Superior Electoral Court (TSE) plans to strip only male candidates of their seats in cases of gender quota fraud, sparing the women elected alongside them.

The current rule, written by Supreme Court Justice Alexandre de Moraes, annuls the entire slate. The current TSE justices consider that too rigorous and self-defeating, arguing it punishes legitimately elected women and undermines the affirmative action it was meant to enforce. The court expects the change to require the Supreme Court's approval. There, Moraes and Justice Cármen Lúcia oppose it, saying it would do nothing to deter the fraud.
